Recycle Twice Chesterfield is a coalition of county residents, businesses and associations who oppose any proposal to eliminate or reduce the availability or frequency of curbside recycling collection in Chesterfield County.
Currently, residential curbside recycling collection service is provided every two weeks.
In 2009 Recycle Twice Chesterfield successfully defeated a proposal from the County Administrator to reduce the frequency of collection service from once every two weeks to once every four weeks beginning July 1, 2009. The change would have produced a savings of about $400,000 per year - or only 34 cents per household, per month.
In 2010, Recycle Twice Chesterfield is once again fighting to preserve residential curbside recycling service for County residents. We became aware in mid-March 2010 that this service may be in grave jeopardy.
Last month, the County Administrator included a fee of $25 per household per year in his proposed FY 2011 budget (to become effective July 1, 2010) to provide a revenue stream to support continuation of the County’s recycling programs and allow for the current general funds that support this program to be used for other purposes. This fee was recommended by the Citizens Recycling Advisory Committee that was created by the Board of Supervisors in 2009 to study the curbside recycling program and make recommendations for ways it could be improved. It now appears that some members of the Board of Supervisors are reconsidering this proposed fee and have asked County staff to present them with potential alternatives which include eliminating or significantly reducing the availability of residential curbside recycling in the County.
Recycle Twice Chesterfield encourages the Chesterfield County Board of Supervisors to reject any elimination or reduction of the residential curbside recycling program because:
- It will reduce recycling and increase the amount of waste going to area landfills;
- It will increase trash disposal rates for Chesterfield residents as the amount of trash being sent to area landfills includes more uncollected recyclables;
- It will tarnish Chesterfield's image as a "green" community.

Chesterfield County provides curbside recycling collection service through the Central Virginia Waste Management Authority (CVWMA). Chesterfield County has been a recycling leader in Virginia, being the first county in central Virginia to provide curbside recycling collection to its residents and, at the inception of its program, was only the second county in Virginia to do so.
CVWMA estimates that more than half of the nearly 94,000 eligible households in Chesterfield County participated in 2009 in its curbside recycling collection program and that each household recycles about 30 pounds of material every two weeks. Chesterfield County residents recycled nearly 14,000 tons of material in FY 2009.
